No. Only 30 percent of HPV strains are Sexually Transmitted, although these 30 are the most common. It is estimated at 80% of adults have had one strain of HPV at some point, and most of them are harmless. See http://www.cdc.gov/std/HPV/STDFact-HPV.htm

That is the most likely supposition. HPV can be "above the belt" or "below the belt" and are usually caused by different strains. You can, in fact, give your partner genital HPV with a mouth strain (less serious). There is a misconception out there that if there aren't any open sores, you can't transmit sexual HPV. This is NOT true. HPV is caused by a virus that settles itself in for life and comes back anywhere from never again to 6-12x a year. So, even without signs or symptoms of the HPV being there, you can still transmit it to other sexual partners.
